Training Incentive Program (TIP) Important Information!

What is the Training Incentive Program?
TIP is offered by the Early Learning Coalition of Polk County.  The program offers a stipend for early learning educators who go above and beyond in their professional development and continuing education.

What are the important dates?

  • Complete TIP orientation and enroll by December 1, 2026.
  • Trainings taken between June 1, 2026 – May 31, 2027 can be applied to TIP. 
  • Complete approved courses by May 31, 2027.
  • Receive a $590 stipend after July 1, 2027.

Who can enroll in TIP?
Any instructional or administrative staff listed on the QPS roster or VPK application of a contracted Provider located in Polk County is eligible.

Will I receive the stipend if I attend training and/or take courses without enrolling in the TIP?
No, only participants who enroll in the Training Incentive Program for 2026-2027 by December 1, 2026, are eligible to receive the stipend.

Can Providers located outside of Polk County but contracted with ELC Polk participate?
Unfortunately, our funding is limited to Providers physically located in Polk County.

Can VPK-only Providers participate?
Yes! Any teacher or director employed by a provider with a VPK or School Readiness contract can participate.

Can teachers who only have school-age students participate?
No, this program is for educators who work with children ages birth through five years old (PreK). The Coalition may offer other opportunities for school-age teachers throughout the year. Please watch your email!

What is the QPS roster and VPK application requirement?
The Quality Performance System (QPS) and VPK applications are ways that we keep track of classrooms within a site, as well as teachers in those classrooms. Only directors or teachers permanently assigned to a classroom are eligible for TIP.

What if I change jobs?
As long as you remain employed by a provider that has an active School Readiness or VPK contract and is located in Polk County, you will likely remain eligible. Individual situations will be reviewed as needed. We will check the staff rosters at the beginning and end and during the program, so be sure you are listed on a roster!

What about the enrollment fee?
For the 2026-27 year, the enrollment fee is $20.00.

What if my information changes?
If your email address, mailing address, banking information, or employment changes, it is your responsibility to email the Professional Development Team and update your information in your Webauthor account. Any delay in updating us may result in missed communications or nonpayment.

Which courses are included?
Courses listed in the ELC Course Catalog are included.
Additional courses may be accepted if pre-approved.  Read your Participation Agreement carefully!

Which courses are not accepted?
Courses offered by organizations other than ELC are not included.  DCF courses are not accepted.
When in doubt, email the Professional Development Team BEFORE you begin the course. 

What if I am a VPK Provider on Probation?
If you are employed by a VPK Provider on Probation (PoP), any coursework that you must complete for that requirement will not count toward TIP.  However, you are welcome to participate in TIP by taking other classes beyond your PoP requirements.
